Redefining Climate Leadership

The science is clear. Avoiding dangerous levels of climate change and delivering on the Paris Agreement require a dramatic shift in the way that we produce and use energy. Delivering on the outcomes of the first Global Stocktake agreed at COP28 and establishing the enabling conditions for oil and gas producing countries to transition away from fossil fuels is a critical part of that challenge.

Our Objectives

  1. [1] Strengthen global climate ambition by aligning oil and gas production with the Paris Agreement goal of well below 2°C, pursuing efforts for 1.5°C.
  2. [2] Raise the issue of fossil fuel supply on the international agenda and promote dialogue on the need for a managed and just phase-out of oil and gas production.
  3. [3] Leverage momentum from first movers on oil and gas phase-out and encourage others to take action by providing a home for those new commitments.
  4. [4] Create an international community of practice that can support governments in delivering their commitment to a managed and just phase-out of oil and gas production.
Core members

Governments that support the BOGA Declaration and commit to end new concessions, licensing or leasing rounds for oil and gas production and exploration and setting a Paris-aligned end date for production.

Associate members

Governments that support the BOGA Declaration and are taking one or more steps that support the transition away from oil and gas production, such as partial moratoria (i.e. offshore, protected areas).

Friends

Governments that support the BOGA Declaration and are working towards policy measures that address the supply of oil and gas.

Fund programmes

Governments that have established a programme under the BOGA Fund.

    The Synthesis Report of the Intergovernmental Panel on Climate Change (IPCC)'s Sixth Assessment summarises the state of knowledge on climate science, on climate impacts and adaptation, and on the mitigation of climate change.
    The IEA Net Zero Roadmap, first presented in 2021, sets out a pathway for the global energy sector to contribute to the long-term goals of the Paris Agreement, limiting the rise in global temperatures to 1.5 °C above pre-industrial levels.
    The UN Production Gap Report, first launched in 2019, tracks the discrepancy between governments’ plans and Paris Agreement goals. The 2023 edition projects 31% more oil and 92% more gas than would be consistent with limiting global warming to 1.5°C.
    The Beyond Oil and Gas Alliance brings countries together to take on the toughest challenge of the clean energy transition moving beyond fossil fuels while supporting workers, communities and economies. Its leadership proves that ambition and fairness can go hand in hand in building a sustainable future.
    Emissions reductions this decade are essential to combat the climate crisis. I applaud the Beyond Oil and Gas Alliance for bringing critical focus to a managed and just transition away from fossil fuels and encourage leaders in both the public and private sectors to do their part to close the gap between stated climate commitments and reality.
    This initiative demonstrates true climate leadership and tackles the urgent need to leave fossil fuels in the ground often ignored in international climate policy.
    More countries must set an end date for their oil and gas production and accelerate the green transition. Denmark and fellow BOGA members take our words into action, and we are ready to support more countries in a managed and just transition away from fossil fuels.
    Québec was the first North American government to ban all oil and gas exploration and production on its territory. This is why we were proud to be a founding member of the Beyond Oil and Gas Alliance. Through our leadership as BOGA’s subnational co-chair, we encourage other governments to join us.
    The science is unequivocal - we need to move away from fossil fuels. KR Foundation is proud to support the Beyond Oil and Gas Alliance, an alliance of progressive climate leaders willing to move first and set a new bar for what foresight and leadership on oil and gas production looks like.
